“Stir the water to catch the fish” is a phrase where one troubles or confuses the enemy’s situation in order to take advantage of the enemy. The water is like the surrounding while the fish is like the enemy. By readjusting and changing the so called surroundings, one can catch the enemy into the net with ease.
Disrupt and disturb your enemies in order to gain the advantage. Exploit the situation by adding confusion and chaos in the mix. The disorder will destroy the enemy’s chain of thoughts and arouses suspicion that will harm more than benefit. This will truly weaken the enemy, leaving the enemy vulnerable to attacks. That is what it means “stir the water to catch the fish“.
