The best rule in most people’s mind is to rule over other people’s lives. However, the best rule is not to rule for ruling people will create anger and resentment. Rather than to rule the people, it is much more approachable to show them the way so they wouldn’t go astray. When you show them the right of way, then there is no reason to rule them.
By being sincere and guiding the people, you will not be afraid of people doing wrong. Everyone will be happy and things will go accordingly to the leader’s guidance. Oppressing people with rules is not as effective as guiding them. With proper guidance, even rules cannot keep up in terms of effectiveness and harmony.
